|I'd prune out those upright branches once again. When new branches begin to grow, weigh them down so they get the message they are supposed to weep. You can make slings out of panty hose, pop in a stone and hang the sling from the branch to make it grow downward, or you can use fishing weights on fishing line to weigh down the branches. As long as you don't tie the line or pantyhose too tight around the branch it won't hurt the branch. When the bark on the branch matures and becomes rigid (usually in a year) you can remove the weight and the branches will continue to grow downward. Best wishes with your weeping cherry tree!
