I want to transplant some hostas and rhubarb from my in-laws home to my home and wondered when is the best time to do that? Thanks.

Spring or fall are the ideal months, when temperatures are cool and rainfall abundant because the plants will settle in quickly. However, you can move them now, in July, if you are careful with watering. Expect the foliage to wilt for a few weeks but if you water deeply every 4-5 days, the roots should establish and the plants will perk up. Good luck with the move.
