If the caterpillars eat all the flowers, the plant is bare and the plant has been sprayed, will the plant regrow the flowers or do I need to cut the shrub down

I'd prune it back by one third. This will encourage healthy new growth to replace all that was eaten by the caterpillars. Eventually it will regrow and look nice again. Enjoy your garden.
