starting ground cover - Knowledgebase Question

for 2 yrs been trying to get grnd cov. started on a bank. Last & this yr planted packasandra--survived the PA winter. I've composted, mulched, added muracid recently to promote growth so the roots will network. Problem is the squirrels; they dig up my plants. It's been dry-I put H2O out today. Is there a deterrent for squrls? Or must I build a physical barrier w/ a screen top to keep them out?

Sometimes Liquid Fence or Deer Away (Ropel) will keep those pesky squirrels away but the only real solution is a barrier. I wish there were a better solution but I know that once you get that groundcover well established the squirrels won't be attracted to the area any longer.
