I HAVE ABOUT A 20 FOOT PINE TREE WITH SHORT NEEDLES. FROM THE BOTTOM TILL ABOUT 3/4 TO THE TOP,
THE NEEDLES ARE HALF BROWN . IS THE TREE DYING OR DOES IT NEED SOME HELP?

I can't tell from your description whether there's a root rot problem or if the tree is infested with insects such as spidermites or pine needle scales, or if it has developed a fungal disease. About the only way to know for certain is to take a sample of the needles and a branch to your cooperative extension office for positive diagnosis. Contact the cooperative extension service at 417 Ware Ave # 102
