Musty smell on porch seems to be coming from the vinca that is groundcover. I trimmed all the shrubs. Will lime help?

If there is a musty odor, there is probably a layer of decomposing organic matter on the surface of the soil. This might be mulch or compost or even a thick layer of dead leaves that have remained soggy for extended periods of time. You can rake through the ground cover to fluff up the organic matter. Incorporating some fresh air will help the organic matter dry out and should eliminate the odor associated with this type of anerobic decomposition.
