Sago Palms are Cycas revoluta, close relatives of true palms. They are grown outdoors in mild winter areas such as yours, and indoors as houseplants in other regions. Sago palms are extremely slow growing, generally producing only one leaf per year. Eventually it will form an attractive clump of dark green, finely cut leaves that resemble palm fronds. Outdoors give your plant partial afternoon shade, average garden soil and water regularly all year around. You can expect your plant to reach 10' in height at maturity.
