Can you plant a bougainvillea anytime of year, or what is the best time?

Spring and summer are the best times to plant landscape plants and trees. That's when temperatures are cooler which translates to less stress for the plant. With that said, in your mild climate, you can plant your bougainvillea any time of the year. Best wishes with your new bougainvillea!
