|I have a large area that is dirt, gets full sun, located in Montecito, CA and I want to put some type of hearty grass or ground cover. My main issues are that I have 2 large dogs and I rent so I dont want to spend a lot on the project or the upkeep. What would you suggest?

|I'd be inclined to broadcast wildflower seeds over the area. The flowers will drop seeds and each year you'll have more and more flowers. Most wildflower seed containers also contain ornamental grasses. It's probably the least expensive way to cover the bare area without the need for mowing, watering, etc.
