your current tip is to add mulch in hot weather to protect plants. I put a weed block down when I planted in the spring. Is that just as effective in protecting the plants during hot weather?

Weed block will help slow evaporation which is one of the benefits of spreading mulch over your garden. It will also suppress weeds. About the only thing mulch can do that weed block cannot do is provide nutrients to the soil as it decomposes. You can substitute a dose of fertilizer to help keep your plants healthy. Mulch will help moderate soil temperatures but part of this process is by slowing water evaporation. So I think your garden is good to go as it is, without the benefit of an organic mulch.
