You might be better off renting a rototiller for the job rather than trying to pick your way through the rocks. If you do, you can amend the soil with lots of compost or other organic matter and rototill it in while you are breaking up the soil. Once it's all mixed in the soil should be easier to dig in the future, if you ever decide to plant in the area (sounds like your original intention is to bury the pots in the ground to help anchor them). I think it will be worth the investment to rent a rototiller! Good luck with your garden.
