I've purchased black mulch from Home Depot and it's suppose to control weeds. Unfortunately it's not. What else can I do?

A deep layer of mulch will suppress weeds because it will block the sunlight from the surface of the soil and keep the seeds from germinating. If the mulch is not supressing weeds you might want to make sure it is at least 2-3 inches deep. An alternative is to lay weed barrier fabric over the soil and top it with the mulch. This combination will definitely keep weeds from growth. Best wishes with your garden!
