You suggested that I use a barrier fabric under mulch to prevent weed growth. Will my tulip and daffodil bulbs be able to grow through it in the spring? Also, I removed some bulbs a few weeks ago in order to plant a bush. Can I replant the bulbs now? They've just been sitting in the garage.

You can replant your bulbs now. You're right - a weed barrier fabric will keep the bulbs from growing through so in the area where you plant bulbs, don't use the weed barrier. Instead, use a 3 inch thick layer of organic mulch such as compost over the top of the bed. The compost will keep weed seeds from germinating but will allow the tops of the bulbs to grow right through. Good luck with your bulbs.
