There are parts of my lawn especially near the house where grass doesn't grow. The soil is hard, tan and cracked even after some rain. And advice for healthier soil?

Sounds suspiciously like clay soil. Clay is good in that it holds moisture and nutrients but once it dries out, it's really hard to get it wet again. Since there's no lawn there now, why not rototill or hand dig the area, spread 3-4 inches of compost or other organic matter over the top, then dig it in to a depth of 6-8 inches. Once you level the area you can broadcast grass seed. The roots of the grass should be able to grow deeply into your newly amended soil which will result in a thick, dense turf. Enjoy your lawn!
