Orange bells loves hot weather and normally blooms from mid spring through summer. You may have cut yours back too late in the season. Try pruning in March or April so the new growth has a chance to mature and develop flower buds before the hot weather arrives. Be sure it's planted in full sunshine, and has adequate water - but no fertilizer (nitrogen tends to keep them from flowering). Yours may still flower this year but not until August or September. Best wishes with your orange bells!
