My Johnny jump up plants have become long a stregely,
should I uproot them and start all over, if so when should I do that?

You can simply cut them back to encourage healthy new growth. Johnny Jump-Ups often reseed so you'll end up with healthy new plants next spring. For that reason, you won't need to remove your current plants - just trim them back to remove the leggy growth. Best wishes with your plants.
