I can't tell from your question if you have an existing lawn and you want to improve the soil, or if you are starting with a blank slate and you want to improve the soil prior to installing a new lawn.

I'm guessing you have an existing lawn and you want to improve the soil you can rent a core aerator and aerate your lawn. Leave the plugs on the lawn and spread a half inch of compost or sand over the lawn and water it in well. The compost or sand will work its way into the holes made by the aerator and will improve drainage.

Best wishes with your lawn!
