I purchased 4 japanese silver grass shrubs and can't plant them for 3 weeks, will they survive this waiting period in the container?

Your plants should be fine in their containers. If possible, group the containers together and set something in front of the containers to help protect them from direct sunshine, but allow the tops of the plants to enjoy full sun. The main caution about plants in containers is that they can dry out quickly and if they are exposed to dirct sunlight the roots can bake. As long as you keep your new plants watered and the containers protected from direct sun, they should be fine.
