What is causing my Dracaena to keep getting brown tips? It is also dropping a lot of leaves. I live in the high desert climate. How often does it need to be watered?

Low humidity can cause the tips of your dracaena leaves to turn brown; chlorine in the water can do the same thing. Try misting your plant and using bottled water when you water. Dracaenas like to be watered thoroughly but then the soil should dry out between waterings. Allow the top half inch of soil to dry out before watering again. It's normal for the bottom leaves to drop off the plant. It will develop a bare stem with leaves on the top of the plant. Hope this answers all your questions.
