Novice gardener in VA. This is my first yard. In March, I potted a weeping pussywilow tree and it flourished. Was amazed by its progress. In July leaves began to show small dense yellow spots. They became more pronounced

What you describe sounds like a fungal disease. You can apply a neem oil based product such as Garden Safe Fungicide or Rose Defense to protect the unaffected leaves and stop the disease in its tracks. Late next winter spray with a bordeaux (lime/sulfur) product before the plant produces catkins and before the leaves unfurl to protect next year's growth. Best wishes with your garden!
