What is the best time of outdoor plant that will hold the mound of soil up from a man made pond?

You'll want something with a fibrous root system such as a grouping of ornamental grasses. The roots will knit the soil together and keep it from eroding. There are lots of ornamental grasses from which to choose so just visit your local garden center to see what's available. Enjoy your garden!
