I have discovered tiny white bugs about the size of a grain of rice, they are hairy like a caterpillar but are really tiny. They are killing everything in my garden! What are they?

I can't identify the pests by your description but I wonder if they are mealybugs? You can do a web search to see photos. If this is not what you're dealing with, collect a few of them in a plastic bag and take them to your local Master Gardener Clinic, cooperative extension office or well staffed nursery for help with identification.
