I have a compost bin and have been tumbling it since early May. It's just forming giant mud clumps in the tumbler but its not becoming soft and loose and smelling

Sounds like your compost is too wet. Allow it to dry out - if it's a closed container, open the door between tumblings; if it is an open container, cover over the top between tumblings to keep out rain and allow fresh air in. A handful of compost should be about as damp as a wrung out sponge. Too much water will slow the decomposition process but once you adjust the moisture level, your compost should become fluffy and smell fresh.
