when is the best time to transplant a Japanese Maple Tree? it`s a least 4ft tall now, I feel it`s too close to the house. Sincerely, what to do

The least stressful time to transplant landscape trees and shrubs is in the late fall or early winter when they are dormant. You can also move them in the early spring before they begin to leaf out. By moving them while they are dormant they won't suffer transplant shock and the roots will have time to establish themselves in their new home before spring arrives. Best wishes with the move!
