it looks like the stalks are pinched off and brown I over watering them?

Impatiens can develop a disease called bacterial stem rot where the stems touch the soil. There's not much that you can do about this disease - eventually it will kill the plants. If it becomes a problem year after year there are some soil drench fungicides you can use to protect the plants, but once they develop the disease, there's not much you can do to save them. Wish I had better news to share.
