The top layer of leaves on my sago palm appear to have dried out while the rest of the tree appears healthy. Should I remove this row of trees?

You can remove anything that's obviously dead. Pruning the dead leaves will make room for the remaining healthy leaves and might even prompt some new growth. Hope so!
