If the white bugs fly away when you disturb the leaves, you're dealing with whiteflies. These pests are difficult to control because they fly away but you can discourage them by hosing them off with plain water. Direct the spray on both the upper and lower leaf surfaces to help rinse away any eggs they've laid. If that doesn't control them, insecticidal soap will. Be sure to apply according to label directions. Good luck with your tomaotes.
