|The impatiens in my front window boxes have not flowered all summer no bugs... nice and green no flowers...other impatiens in yard are doing fine

|There's not much that will keep impatiens from flowering other than too much nitrogen fertilizer (nitrogen encourages lush, green growth but sometimes at the expense of flowering), or not enough light. Impatiens like bright light but not direct sunshine - perhaps the site just doesn't suit your impatiens? Wish I had more ideas to share!
