With the extremely dry summer in RI my 2 wegelia bushes have mostly totally brown leaves on them in mid August. Will this damage their growth next season?

Heat stress can really take its toll on landscape shrubs. Weigela blooms on new growth so any damage suffered this summer should not affect next year's flowering. You'll want to prune away the damage in the spring, just as new growth begins. Best wishes with your landscape.
