If you fill your raised bed with amended garden soil, gravity will facilitate quick drainage. To maximize drainage, simply drill holes in the bottom timbers or set the landscape blocks slightly apart so excess water can drain (whichever material you're using to build your bed). I'd fill the bed with three-way topsoil (contains garden soil, compost or other organic matter and sand), or mix compost and builder's sand into your native soil to help loosen it so it drains well.
