When is the best time to sow grass seed in Nashville, TN? I tried the Scott EZ Seed in the early summer and then the extreme upper 90's temps hit and most of it died or didn't come up even with watering.

You've hit the nail right on the head! Excessive summer heat can cause the grass seeds to dry out quickly. If they start to sprout and then dry out, they will die. If they sprout and then suffer water stress before the roots can penetrate down into the soil, they will die. Early spring and early fall are the best times to overseed a lawn or reseed dead patches. Wait until mid to late September to reseed. Keep the seedbed moist by watering several times a day (unless rainy weather arrives). The seeds should sprout in 7-10 days. Best wishes with your lawn.
