My dusty miller burned black
can the roots survive and be able to come back? They survived the winter and came up twice as big.

I'd prune off the affected foliage and wait for new growth to appear. The roots are hardy so you can expect them to resprout a few weeks after pruning them back. Hope they come back bigger than before!
