Iput down weed guard paper but the weeds grow thur it is there anything i can do to stop the weeds from growing thur the paper

In order to sprout, seeds need sunlight. The purpose of the weed guard paper is to exclude sunlight. Your weed guard may have weathered enough to develop cracks or tears. If it is torn, weeds will pop through. Since the paper is not working, you can remove it and apply a corn gluten meal pre emergent herbicide to keep weed seeds from sprouting. In flower beds, a product such as Preen or WOW can help keep weeds from sprouting. If you'd rather not remove the weed guard paper you can always place a second layer over the top, or cover it with folded newspapers, cardboard, or even a 3" thick layer of organic mulch.
