I have basil planted outside. Will it survive the winter and come back next year if I don't bring it in? Thank you.

I wish it would survive outdoors all winter long but basil leaves are tender and the first frost will kill the plant. If you want to harvest basil all year around you'll need to take your basil indoors and place it in a sunny window. Enjoy your basil!
