In the spring time, I planted 2 bower tree in a 8-inch plastic pots. Now the roots are coming up. Both are against our wall in front of our home. When will be appropriate to transfer them in a bigger pot?

You can replant them now. The plants won't suffer too much transplant stress if you fill the new pots with moistened potting soil then make a well in the center, large enough to accommodate the 8 inch pot. Then slip the plant out of the old pot, set it in the hole you made in the soil of the new pot, firm the soil around the root mass and water it well to help settle the soil. The plants will barely know they've been moved. Best wishes with your bower vines.
