Pls recommend a solution for scales, black spot, and leaf spot on my shrubs. Thank you!

The cure really depends upon the shrubs in question - not all pesticides are safe to use on all plants. Scale insect can be suffocated with horticultural oil on some shrubs but the oil can burn the leaves of tender shrubs; black spot and leaf spots in general are usually caused by fungal diseases and most can be control with fungicides such as benomyl or funginex. There's a neem oil based product called Rose Defense that can address both fungus and insects so you might look into that. Be sure your shrubs are listed as safe on the product label of whatever product you choose to use.
