Irises and bulbs will grow in your soil; Arctostaphylos 'Emerald Carpet' is a native groundcover that thrives in your area; Cistus ladanifer (Crimson Spot Rockrose) and Cistus 'Silver Pink' are also good choices. Other native plants to try include:
Gaura 'Crimson Butterfly', Geranium x catabringense, Heterotheca 'San Bruno Mtn" (Golden Aster), Heuchera 'Wendy' (Wendy Coral Bells), Hidcote Lavender, Spanish Lavender, Mimulus cardinalis (Cardinal Monkeyflower), Monardella villosa (Coyote Mint), Muhlenbergia rigens (Deer Grass), and Penstemon laetus (Foothill Penstemon). There are tons of other suitable native plants and the El Dorado Native Plant Society has both a spring and a fall sale so you might be able to find even more plants if you visit them.
