Dwarf oleanders are about 6 x 6 feet at full growth and can kept to 3 or 4 feet by pruning a couple of times a year; Nerium oleander 'Petite Pink' is a compact evergreen shrub growing to only 4' tall with a 6' spread. Again, you can keep this one much smaller with regular pruning.
