I live just north of Reno. I would like to plant some flower(s) that would bloom so to speak throughout the winter season, maybe even hanging baskets, that would endure the cold or wait till spring?

You can plant some cool season annuals for fall and early winter color but not many plants will bloom all winter long in your gardening region. I'd plant primroses, ornamental kale and chrysanthemums for color from now through the end of November. Next spring you can plant different annuals for spring and summer color.
