when is the best time to prune red tip photinia, euonymus ( green spire) also the best way to prune heavenly bamboo/when is the best time

Because your area sometimes receives winter snow it's best to do your pruning in the springtime. If you prune now any new growth that develops will not have time to harden off before your first frost and will be killed back during the winter months. Wait until early spring to prune your plants. Heavenly bamboo can be sheared like a hedge or you can keep the normal growth pattern and simply reach into the center and prune out some of the oldest stems to thin the shrub out. Just wait until this spring when you begin to see new growth and then go ahead and prune your shrubs back.
