By the curb of the sidewalk, I plant 5 vinca rosea, 3 tagetes and now they have covered all the sidewalk. Now when winter arrives, would they survive the frost? Do I need to take them out the ground and replaced them with cool season flowers?

Both your marigolds and your Madagascar vinca are annuals and they will die down with the first frost. You can wait until they die or you can dig pull them up in late October or early November and replace them with some colorful cool season annuals. Pansies, ornamental kale, snapdragons, primroses and chrysanthemums are all good choices for fall and winter color.
