My Lemon tree is 4 feet high now.The new leaves on the top wrinkles-wrap up by itself and become like burned,brown.I open them I found a very very small skinny worm like a piece of thread moving.How to solve the problem?

What you describe sounds like citrus leafroller and while it's a minor pest of citrus trees, it can make the leaves look unattractive. You can control these caterpillars with a product called Bt (bacillus thuringensis). This botanical acts as a stomach poison and targets only caterpillars. Since the leafrollers move around and feed on the leaves and blossoms of a citrus tree repeat sprays may be necessary. Be sure to apply according to label directions.
