What is the cause and treatment of yellow rings turing to reddish brown eventually dying in St Augustine Grass in September and in to winter?

It's really difficult to diagnose the problem with your lawn without being able to inspect the turf. It might be a fungal disease or what you're seeing might indicate chinch bug damage. Check for chinch bugs by removing the ends of a coffee can, inserting one end into the soil at the margin of suspected damaged areas, and filling with water. Chinch bugs will float to the water surface within five minutes. If you find a large population of chinch bugs, a pyrethrum based insecticide should control them. If you do not find chinch bugs, Dig out a portion of the affected turf and take it to your local cooperative extension office for help with diagnosis.
