Can I go ahead and cut my perennials back now or should I wait until it frost?

When plants experience a frost it signals them to go into dormancy. Wait until after your first frost to prune your perennials back. If you prune them prior to that you'll encourage new growth which will die out over the winter months. Frost is only a few weeks away....
