Several weeks ago I transplanted several Crapes, they are all doing very well, with new growth and leaves, all except one. No new growth or leaves, the tree is not dead as limbs still have lots of strong bounce. Is there a problem or is it just slower than the rest, all where planted at same time.

Sounds like the Crape Myrtle in question is having a difficult time adjusting to its new home. As soon as the roots establish themselves you'll see new growth. In the meantime, just continue giving it the same TLC as you give your other Crapes, and it should be just fine. Best wishes with your new trees.
