Just had record setting rain over 25 inches in three days. Vacant lot next door has accumulated a whole lot of water which is pouring over into my yard. How can I go about siphoning it out?

You can dig a shallow trench to direct the water to a storm drain or gutter. This will help it drain, and should keep it out of your yard if you dig the trench along the property line. I suspect the water will drain on its own in a few days, though, if you're not up to digging a trench to divert it.
