Most landscape shrubs need about an inch of water per week during the growing season. They require less water in the fall and winter months because they aren't growng as actively, but they should still be watered regularly until the ground freezes. Once the ground freezes you won't need to water them until it thaws in the spring. Until it freezes, water your arborvitaes once each week, applying water slowly so it has a chance to trickle down and wet the entire root mass.
