Will removing the tip on top of the tree, will it maintain a tree small? Will it grow sideways? Thank you

Topping a spruce will give it a pruned, flat-top appearance rather than a natural look. If you want to try to keep your tree small, give in an all over trimming, removing only one half to two thirds of the new growth each spring. This will produce a thick and bushy look and help keep your spruce smaller than one that is unpruned. Best wishes with your spruce.
