Is now the best time to plant mums, if so how do we ensure they will survive WI winters? If now what are other options?

Garden mums are winter hardy in your region. When the tops die down this winter you can prune them off the plants and then cover over the soil with several inches of mulch material to help protect the roots from winter cold. In the spring, brush away the mulch and you'll see new stems emerge. Good luck with your mums!
