I have prepared a mix of spagnum peat moss soil conditioner, all purpose builders sand, and mushroom compost. Have stored it for 2-3 months in large plastic containers. It seems dry and almost powdery in form. Will it return to a normal condition after the addition of water, or do I need to supplement it with some additional quality planting soil?

Your mix will actually be easier to apply to your flower bed in a dry state. Simply spread a 3-4 inch layer over the soil and mix it into a depth of 8-10 inches. As you water the bed the dried organic matter will absorb the moisture and be nice and fluffy again. Good luck with your garden!
